Plumbing FAQs for Palo Alto Homeowners: Leaks, Water Quality, Permits and Costs
Short answers first, with the reasoning after. These are the questions people ask most when something in the plumbing goes wrong, or when they are deciding what to do before it does.

Water is moving and you need to act
What should I do first in a plumbing emergency in Palo Alto?
Shut off the main water valve, open a low faucet to relieve pressure, and call. The main valve is usually near the meter or where the supply enters the house. If you cannot find it, call first and we will help you look. Photograph the damage before you clean up.
Leaks you cannot see
My water bill jumped but I cannot see a leak. Where do I start?
Start at the meter. Close every tap and appliance, then watch the dial. If it keeps moving, water is escaping somewhere, and the usual suspects are a silent toilet, an irrigation line, the yard section of the service line or a pipe under a floor. A plumber can locate the leak without opening walls first.
What are the signs of a hidden slab leak in a Palo Alto home?
A water bill that climbs for no reason, the sound of running water with everything off, a warm patch on tile or wood, damp carpet and fine cracks along baseboards. In an Eichler with radiant floor heating, rule out the heating loop before blaming a supply line. A meter test and a leak locate separate the two.
Meter still moving? Call and we will help you find where the water goes.

Is Palo Alto water hard, and do I need a softener?
Mostly no. The city's 2025 report gives an average hardness of 62 mg/L, ranging from 8.1 to 112, close to where the USGS stops calling water soft. That is low enough that scale is rarely what ends a fixture. If anything about the water bothers you here, the more likely culprit is chloramine, not minerals.
Why does my Palo Alto tap water smell like chlorine?
The city disinfects with chloramine, a chlorine and ammonia compound that keeps water protected on its way through the pipes. Its 2025 report lists a highest running annual average of 2.78 ppm. Carbon filtration rated for chloramine takes the edge off both taste and odor.
How long does a water heater last in Palo Alto?
A tank unit generally lasts around 8 to 12 years. Low hardness means scale matters less here than in hard-water areas, so age and installation quality decide more. Rust-colored hot water or moisture at the base of the tank points to replacement, while a failed part on a younger tank is usually worth repairing.
Codes, permits and who is responsible
Do I need a permit to replace a water heater in Palo Alto?
Usually yes. A replacement normally goes through the building permit process, with an inspection of the relief valve discharge, the venting and the seismic strapping. A simple part swap generally does not need one. Ask the plumber who is pulling the permit.
Do I have to replace my gas water heater with a heat pump?
Not at present. The city put its gas-to-heat-pump replacement requirement on hold in late February 2024, following a federal appeals court decision about local gas bans. Pre-wiring rules for electric appliances can still apply when a gas unit is added or swapped, and the 2026 to 2028 reach codes were still in development at our last check.
Who is responsible for the sewer lateral, the city or the owner?
Both, split at the first city cleanout. The city owns the lower lateral from the main to that cleanout, and the owner owns the pipe from there to the house. If there is no accessible cleanout, or the main sits in a public utility easement, the owner maintains the whole lateral under the city's Rule and Regulation 23.
Should I install an earthquake gas shutoff valve?
We found no Palo Alto rule that requires one. The San Andreas Fault runs roughly five miles southwest of central Palo Alto, according to the city's geology report, so some owners choose a valve anyway. City of Palo Alto Utilities runs the city's gas system, so ask it before you decide, and have any gas piping work done by a qualified contractor.
Drains, sewers and fixtures
Does heavy winter rain cause plumbing or sewer problems in Palo Alto?
It can, in the wet months. Palo Alto averages about 15 inches of rain a year. December, January and February are the wettest, and June through September each average 0.10 inch or less. An outdoor drain or cleanout that sat untouched all summer is often the first thing to fail in a big storm. Keep the sewer cleanout box visible and clear, as City of Palo Alto Utilities rules require, and clear leaves from outdoor drains before the rain. If water or sewage rises in a fixture at ground level or below during a storm, stop using it and call. The California Plumbing Code requires an approved backwater valve to protect fixtures at or below ground level, so ask a plumber to check whether yours has one. This is general guidance, not a flood forecast for any address.
How often should drains be cleaned or hydro jetted?
No single schedule fits every house. A line that has never clogged may need nothing, while one with roots or a grease history is a candidate for regular jetting. Let a camera inspection, not the calendar, set the interval.
When is trenchless sewer repair better than digging?
When the line is cracked, rooted or corroded but has not collapsed. A liner goes in through an existing access point, so driveways and planting stay. A fully collapsed or badly displaced section usually still needs excavation, and the camera footage shows which you have.
Why does my toilet run on its own without being flushed?
Water is slipping from the tank into the bowl, and the fill valve tops it up when the level drops. A worn flapper is the usual cause, and a short chain or a fill valve set too high can do it too. Replacing the flapper or adjusting the valve stops it.
Checking a plumber and understanding the price
How do I check the license of a plumber?
Look the license up on the Contractors State License Board website before work starts. California plumbing contractors hold the C-36 classification. We publish no license number on this site, and the plumbers are independent, so verify the plumber who arrives and ask to see their paperwork.
How much does a plumber cost in Palo Alto?
It depends on access, pipe material and what is found when the problem is looked at, so we do not quote an exact figure over the phone. A written range comes after the plumber has seen the problem, and before any work begins. For a rough sense of scale, the cost page lists wide market ranges for common jobs.
